Quantity Surveying

​In short, a Quantity Surveyor is the person controlling the financial aspects of a building project.

​Essentially they may be considered as the 'accountants' of the building industry - planning and managing the cost of building projects from start to finish. A more descriptive name would be "Building Cost Consultant".

HOCA have always realistically sought to move design and costing processes closer together at the very initial stages of the project.




Client Benefits

​HOCA clients benefit from the knowledge that their building design process is managed by a Senior Project Architect and our own in-house Quantity Surveyor.

From the outset they will analyse the Feasibility Study design options through to the final Design Solution.  It shall continue to monitor the design detail development with all costs being reported to the client at each stage of the process.

Every opportunity to refine cost through our Value Engineering processes ensures we will always provide the optimum value- for-money options to our Clients.

As highly experienced quantity surveyors with a wide scope of knowledge and expertise, we provide a total costing service from preliminary estimates and feasibility studies through to final valuation.

Design Strategy

A holistic design strategy evolves from careful consideration of the accommodation brief and assessment of site information.

The initial approach will take account not only of the "facts on the ground" but also of the Client Group's wider aspirations for the proposed building. The Design Team would make the new buildings "work hard" to achieve the optimum use of space.

Studies will establish community use options and potential community partners can be brought into the frame at this stage where appropriate and as part of the Client strategy. The building will be fully integrated in its landscape which will be planned to provide easily accessible outdoor spaces for sensory stimulation, social and recreational use.

Case Study of Value Engineering - Education Project

'Phase 1' design remained unchanged throughout the project. Value engineering exercises were undertaken throughout the design, tendering and construction periods to reduce overall costs without compromise to the Nursery solution.

Following agreement of 'Phase 1' costs the available funds for Phases 2 and 3 were established.

By close collaboration with our HOCA Architect colleagues, Structural and Services Engineer and Constructor, the refurbishment and alteration works were redesigned and costs agreed with the Constructor, to provide scheme proposals.

The Client's objectives were achieved whilst being retained within the available funding.

This was made possible through careful consideration of alternative design solutions and comparative cost analysis to establish the most cost-effective solution (eg. reconfiguration of the ground floor layout by turning the new proposed main hall 90 degrees to minimise the extent of structural alterations required).

Regular cost reviews and updates were held with the Client Representative and reports issued indicating the current project cost position.

William Hogan-O’Neill and his team worked closely with both social and healthcare staff in the macro and micro design of the centre.  The team from HOCA also consulted, where possible, with people who would be using the resource, parents and carers of the people who could be using the resource, as well as with local counsellors, local residents and other departments within the Council .....
