CDM Coordination

​The HOCA Practice works with our clients in relation to the appointment of the Planning Supervisor. Additionally, we are required in some instances to engage the CDM Coordinator as part of our commission.

​​Our in-house CDM Coordinator facilitates the design process at the earlier stages of the project amongst the whole project team including Client, Designers, Principal Contractor and Contractors.

The philosophy of this approach is founded on a pragmatic health and safety management strategy for the lifecycle of the project being established at the commencement of design work.

It is also based on the Health and Safety Executive's requirements for client arrangements as contained within the CDM Approved Code of Practice Managing Health and Safety in Construction.


In essence, this requires the Client to establish a health and safety management framework for their project founded on seven specific criterion:

(1) Programme - allowing enough time for design, planning and construction to be undertaken with due consideration for health and safety.

(2) Competency of appointees/CDM Duty Holders.

(3) Implications for public safety, identified and properly managed; this is essential on all projects and particularly for Local Authority work involving educational facilities.

(4) Defined legal responsibilities and inter-relationships as CDM Duty Holders.

(5) Design, taking into account the requirements of CDM Regulation 13 Requirements on Designer.

(6) Monitoring and review of construction work in respect of health and safety standards on site.

(7)Revisions to design/programme/working methods, taking into account both health and safety. As part of our pro-active approach to CDM Planning Supervisor services, HOCA's CDM Coordinator would develop these arrangements on behalf of the Client and in conjunction with the Project Team.

Our team ensures the integration of health and safety within the projects, by collective (Project Team) development of RISK Registers.

These would identify significant or unusual health and safety issues related to the project or site, and the strategy for designing-out major hazards, as far as is reasonably practicable.

This approach is based on the Health & Safety Executive and industry best practice guidance 'Designers Can Do More'. It addresses health and safety issues in a team based, focused approach, managed by the CDM Coordinator.

The objective of this methodology is to solve potential health and safety problems prior to the commencement of construction, and mitigate the potential effects to the lowest practicable level for those that cannot be resolved.

Information on residual buildability or site-based health and safety issues would be conveyed to the Principal Contractor within a concisely focused Health and Safety Plans issued as part of the procurement/tender process.

The Pre-Construction Health and Safety file is developed by the appointed Principal Contractor. He will prepare the file and set it out into a sufficient and adequate Health and Safety Management Strategy for the construction period of the project, detailed within the Construction Phase Health and Safety Plan.

The CDM Coordinator will review on behalf of the Client to ensure, so far as is reasonably practicable, that the health and safety strategy and standards required are continued throughout the construction period and beyond.

We recognise the importance of Health & Safety procedures for each project. Indeed, no two projects are the same with respect to constructing a new building. Whilst there are similarities in the construction process itself there are nonetheless unique features attached to each building project. HOCA tailor Risk Assessments to suit each given situation.

Risks are discussed by HOCA at team meetings well in advance. Any specific requirements are incorporated into the project programme so as to adhere to project delivery dates.

For one of our traditional build contracts concerning a primary school, we recognised through our Risk Assessment procedures that access to the site works would be particularly difficult due to the very tight side access space available to the contractor.

In addition, the side access was immediately next to classroom in use and a potential danger existed in manoeuvring heavy plant and materials onto the works site.

We designed out this problem of access for heavy plant and materials by investigating the possible use of an alternative access. The location of this alternative access was a considerable distance from the works itself but it was a much safer alternative. Provision was made within the budget for this event and we instigated matters for the alternative to be used for a designated period of time.

We also identified a particular risk with the contractor needing to bring in deliveries to the works site following closure of the Heavy Plant Route.

Arrangements were implemented between school and contractor for deliveries to be made early in the morning up to 9.00AM. Delivery activities recommenced after 9.45AM as all children/ parents had ordinarily arrived by that time, and then ceased again in the afternoon for a brief period to coincide with the finishing of the school day.
